KeystoneBEST for parents is a unique version of the Federal PLUS Loan Program with significant cost savings for parents of students who are Pennsylvania residents attending any school approved by the U.S. Department of Education (USDE), or students who are out-of-state residents attending any USDE-approved school in Pennsylvania.  After 12  on-time, consecutive monthly payments, the borrower receives a total rebate of one half of one percent (0.5%) of the original principal amount of the loan.  In addition, parents have the option of being billed monthly or having their monthly payments automatically deducted from their checking/savings account.
